MAZAR-E-SHARIFF - The security officials of the northern provinces of Afghanistan are behind the loot, plunder, robberies, killing, drug trafficking and other such crimes in the area that has deteriorated the social and political situation there. According to VOA reports, this was said in a statement issued by Director General Afghan Human Rights and Environmental Protection Abdul Rehman Hotaki after heading a delegation that visited the northern province of the country. The statement says that social and political situation in northern provinces is not satisfactory. The statement has termed the presence of armed groups as a major cause of lawlessness and disturbances in the villages and towns. The armed men have forcibly snatched lands, properties, houses etc from the people. The statement also referred to the increasing corruption saying the Governors, police and national security officials have failed to apply the law on themselves and their subordinates. The statement said that poppy had been cultivated on a vast land in northern areas this year and the armed commanders, police and security forces are supporting cultivation and trade of poppy in Bulkh, Chamtal, Charbolak, Chahi and Daulatabad districts. Abdul Rehman Hotaki said, "The security officials themselves are involved. The security officials are getting tax from the drug traders. The security officials and commanders are involved in the drug trade. The commanders have initiated and encouraged narcotics production and trade in different provinces." Abdul Rehman Hotaki said that he would inform the transitional government officials and international community about the situation in these provinces. Infighting is continuing in these provinces, he said adding that the absolute majority of the North has reached the conclusion that the entire Northern Areas should be totally disarmed. We had meeting with the government officials and they too were of the view that the military officials should no longer interfere in their affairs whereas professional and skilled people should be accommodated in the government departments, he said.
